most of those units are vacant, as its a tax dodge for Chinese investors.

Exactly. One of my investment apartments is in a building where 25 percent of apt are vacant. Btw, the majority of the remaining ones belong to Chinese investors, many of them non Au residents

They buy of the plan. Remember the place across the road was sold while the old building was still standing. Took 5 years post the sale for people to move in. In Circular Quay Coca Cola Amatil building was sold.. they are still demolishing it, but the place was sold last year
