        That's fair comment, but it does need a strong senior officer who can draw all the parties to the table. Police, child welfare, immigration, community leaders, local, state and federal reps, youth workers etc. All coordinated by a senior police officer who recognises the problem.

        Exactly right. African leaders said there was a problem. Police said there was a problem. Andrews came back from holidays and then they all stood up together and said nope, no problem. And don’t call them gangs and don’t say they were African.
