Isn't that like getting non-smokers to get lessons to avoid second hand smoke? The onus must be on those who initiate acts and punishments of the guilty should reflect this as currently, it is not.

Perpetrators rely on vulnerability. Teaching children self protection may reduce vulnerability. As long as it's not a repeat of "stranger danger" sounds like a good idea.
