Taiwan has had observer status at WHO in the past, and while WHO might have to keep up the farce, there's no reason it can't issue a 'China (except Chinese Taipei)' style warning

Multiple government websites lists travel notices for both Taiwan and China separately. China is labeled with a ‘do not travel’ whilst Taiwan is normal travel conditions.
