Your attorney (if you can afford one, since one won’t be provided to you by law) asks the immigration judge to administratively close your case while you visa application is being processed. The judge grants the administrative closure. That practice has now ended.

There are about 350,000 cases that are currently administratively closed. I’ve already notice that more are being individually opened by DHS, but this decision could mean the gov plans to re-open all these cases. To deport all those people who are just waiting on an adjustment.
