We got the handbook when it was submitted as evidence by the DOJ in a case we're following. When unaccompanied minors turn 18, federal law says they must be considered for setting less restrictive than detention. Teens accuse of ICE of breaking that law. A judge agreed with them.

Again: TEENS BEAT ICE IN A DISTRICT COURT. The judge issued a preliminary injunction instructing the agency to consider the teens' detention under the federal law that was intended to protect them. He gave them a until May 2 to do so.

When I contacted the agency for comment about this handbook, ICE's press secretary assumed it was a leaked document. I thought ICE's public affairs would know what's been filed in court documents but that wasn't the case....
