Obama signed exactly zero immigration bills. The last immigration bill that became law was in 1990. That essentially updated the 1965 immigration act. It’s also important to remember where immigration law started: the Constitution explicitly gives congress the power to establish rules for citizenship. It did so for the first time with the Naturilzation Act of 1790: free whites who lived in the US for two years got citizenship.
