Accounts that threaten to rape or kill women of color are sometimes ignored but sometimes suspended by Twitter. There's no consistency.
In my experience, abusive accounts are given a timeout and allowed to delete threatening tweets -- only to go back and do it again.

Why were they even suspended? That photo isn't nude or anything.
I doubt it had anything to do with the photo... Was trying to point out that Twitter needs @thefader in order to stay relevant.
They might begin with removing the countless racist tweets, a lot of the porn, etc. Rather than eg restricting my followers (oddly in sync with my tweets, but obviously just coincidence), which I'm pretty sure are tweeting neither racism nor porn 
does it only matter if they are poc women?
