A #SanctuaryCity is essentially a myth. No local officials can defend the way some immigrants feel constant fear at home and on the street.
ICE has a policy to not make arrests at what it calls sensitive locations like hospitals, churches, press conferences. Right.
ICE has detained people at hospitals/outside churches/leaving press conferences. Stories are publicized, setting more panic into immigrants.
I've been reporting about undocumented immigrants long enough to remember when most folks wouldn't talk to the press. Those times are back.

Juana, the undocumented woman who was from El Salvador, doesn't even want to go to a know-your-rights training. It would out her status.
Juana needs medical care. She has Kaiser health insurance but she's terrified that someone at the hospital is going to call ICE on her.
Juana has no other option but to take heavily policed public transportation to get to work at her Beverly Hill hotel job. It freaks her out.
She'll avoid certain train lines or certain stations. Too many cops. And cops can mean ICE. And ICE can mean deportation.
