ICE has a policy to not make arrests at what it calls sensitive locations like hospitals, churches, press conferences. Right.
ICE has detained people at hospitals/outside churches/leaving press conferences. Stories are publicized, setting more panic into immigrants.

Juana needs medical care. She has Kaiser health insurance but she's terrified that someone at the hospital is going to call ICE on her.
Juana has no other option but to take heavily policed public transportation to get to work at her Beverly Hill hotel job. It freaks her out.
She'll avoid certain train lines or certain stations. Too many cops. And cops can mean ICE. And ICE can mean deportation.

When my university, which has a history of explicitly financially supporting undocumented students, declared itself a sanctuary campus +
+ I was pleased. It doesn't mean much legally, but the undocumented students I talked to were glad their institution was taking a position.
I hear that. But for non-model, non-student immigrants, I don't know that it necessarily means much of anything.

yeah. I worry that declaring "sanctuary" makes white liberal folks (i.e. me and mine) feel good about themselves to no end.
