Lead poisoning can occur from pipes. It can also occur from living near a lead smelter. Or from living in an old house with lead paint.

Yes there are nearly 3,000 areas where kids have high blood lead levels at rates higher than Flint. In some ways there are lots of Flints.

But Flint is unique: officials there very recently knowingly exposed people to lead, just to save money.

"knowingly" is pretty definitive. Was there negligence in not adding anti-corrosion agent to water from Flint river source? Yes.

Officials knew that water was KILLING people in Flint and didn't act. It's absurd to call that "negligence."
