Because it was so dry for so long in LA, the population of people living in river bed grew. Homeless people here: disproportionately black.

People living in the river bed are used to a completely dry riverbed for close to a decade now. Some have never seen a flash flood there.

No one sat around, thought hey! let's make homeless people live in the riverbed. It's the result of poor planning/not thinking about equity.

This kind of thing exists everywhere. Unless we consciously plan for equity, we keep getting inequity. Climate change only makes it worse.
