Sean Spicer says the White House isn't planning to use National Guard for deportation. Why would DHS Secretary Kelly write the memo, then?

memo is bad, but all memos are written w/DHS Sec as "author." it doesn't indicate that Kelly even saw it.

This is quite a claim. Can you explain why you're so sure that Kelly didn't draft or even see this?

I'm saying you can't infer authorship, not making a claim. All DHS memos are drafted w/agency head as "author."

So. I'm not "inferring" anything. I'm going by what I read.

The AP published: "...the memo, written by U.S. Homeland Security Secretary John Kelly..." @Mario_Bruzzone @JeronimoSaldana

Unless you know something AP doesn't, I'd appreciate it if you go mansplain elsewhere. Thanks.
