Coroners determine cause and manner of death. Homicide means that someone caused someone's death—it wasn't a natural or accidental death.

Anyway... When a coroner determines that a death is the result of homicide, that doesn't automatically mean charges will be filed.

Although the coroner determined that John Crawford was the victim of a homicide, a grand jury declined to indict the officer who killed him.
