You have misconstrued the message specifically to fit your narrative. In no way does the paper discuss POC having less children. In fact, as it is discussing industrialized countries, it is aimed at the highest per capita nation polluters and the fertility rates among them.

Reducing high fertility rates is not about force or racism campaigns. The global health programs focusing on fertility rate, in places like Kenya, are aimed an increasing female education, female empowerment, and women's autonomy on their own bodies.
