2/ I was the first to report on hieleras 10 years ago when someone died after being placed in one. Reported on US-born citizens detained by ICE. Sexual assault in detention. On every possible (I thought!) kind of story. The system was working. It could all be measured in numbers.

3/ That said, what's happening with un/accompanied children and parents is immeasurable chaos. I've lost track of how many times I've explained a situation to a source only to be told, "That's impossible," but then call back to confirm it's indeed possible and actually happening.

I think it's also that we assume that public institutions should not cause harm and we assume when people are hurt, something must be wrong. The reality is that the US immigration system is set up precisely to cause harm. It's doing what it was meant to do.
