This is the same line he uses when women claim sexual assault, and now it works for exonerating murderers, “He said he didn’t do it. No one will ever know.” This is a tell. This is how he sees the world. He believes that it’s okay if there are not eye-witnesses.
Witnesses or not, it is the same. His bald dismissals are the implicit assertion of an authoritarian's dominion over "facts": "whatever I say is true", even if it contradicts his earlier "truths". "Who knows", "could be", "we'll see" ... all are similar assertions of control.
