To me, the wonder of cities is their ability to sustainably and vibrantly grow to house and foster the lives of large numbers of residents of all backgrounds, ages, races, incomes, etc. Regulations can recognize this by starting from a place of support, rather than fear.

Perusing DC’s first Comp Plan from 1950 and came across this fascinating paragraph that directly impacted the 1956 zoning regs - still the basis of our land use regs today. DC’s original zoning could have allowed 3.7 mn people vs a fraction of that today.
