(2/2) "Not enough public content" means your channel has no public videos (or a very small amount) so you're no longer eligible for YPP. This can also happen if your channel is inactive for a while. You can always upload more public videos and reapply to YPP in 30 days.

Before YT drastically changed so much it was about views but now if you make content that is remotely close to being aggressive or otherwise what they deem unworthy of ad revenue then they won’t put up ads for that video and that is a major upset for creators that care about

If a video is posted by a person from Group A, and that person happens to be mocking (even lightly) Group B, and Pepsi wants to advertise heavily to Group B because of the brand that they've established, they will NOT put their ad next to it.
