As of 2009 it's received over 1.7 million in funding from taxpayers. Good luck getting that kind of money for a pet project in the open market.

So it obviously is a research project (not just another text editor) and it succeeded in the competition for funding, thus the reviewers were convinced it was worth it. Applying for grants is kind of open market.

Not at all. Grants are funded by taxes, the antithesis of an open market.
