^^ This is an important point. Proving intent with someone's actions in doing something is often a tricky thing to pin down. It's rare to see someone this straightforward about that.
The document itself has community-wide impact. The author of said document is known. That author has made provacative tweets intended to cause friction. Thus it's worth public interest the author's mindset further.
