Mind this is a Win10 arm64 preview version https://changewindows.org/build/19033/pc so maybe this is expected, but still useful in Labs/testing - since MS Defender is active and kicking in :)

OK, so the next insider preview, fixes the this bug https://blogs.windows.com/windowsexperience/2020/01/30/announcing-windows-10-insider-preview-build-19555/ … We fixed an issue resulting in ARM64 devices not being able to upgrade to the previous build.
