Empirical obs: striking contrast btn quasi-deserted polling ctrs inside schools, cheerful water referendum posts outside. Something changed

Referendum not only adapted in response to state ban (no grounds for arrests), but amazingly, police at polling ctrs was civil, even helpful

Was told more than once that police offered to host referendum inside schools but volunteers declined, some baking under the sun for hours

To my knowledge, single reported incident of police called to arrest referendum volunteers early am, found nothing out of order & departed
