Boko Haram are unspeakably evil, and so was the LRA, but dismantling them will take more than bomb bravado & h/ts. Govts always play a role

Museveni almost had a symbiotic relationship with his supposed arch-enemy Kony for decades. His corruption also fed the "public evil".
