Going purely off of what I saw at Disneyland the 2 times I went, they have way more characters out at any point in time, and characters are out well into the night-time. DLP, characters have been so rare for such a long time, and the meet windows are often fairly short, that it
has inflated demand. They've gotten better at it over the past couple of years - but the number of meetable characters is still pretty low. The other factor that really plays into it is the very big differences in labour laws between the US and France.
