That's disingenuous or just wrong. You cannot blame GBD people for any failure in care home for instance. For that you blame govts. How you can think they are responsible for policy is baffling. They merely say 'what should be done'.
That might be the biggest rift. Scientists have been point blank saying what policy should do—and that's a problem because they have expertise in only one area. GBD writers know that science is an important piece of the puzzle, but the ultimate strategy decisions fall on leaders.
