Bacon: The average citizen theoretically should not be hurt. That's the more amenable plan of all the plans I've seen out there. I again am not a believer that the federal government is going to take billions and billions and continue giving this back. They will take this.

Constituent Jean asking why if the constitution bans quid pro-quo it's OK for Trump. Bacon: We could talk about process. The aid destined for Ukraine was sent within the time the law required. You can critique the president for delaying it up to 45 days. The aid got there.

Bacon: There was no investigation of the Bidens in Ukraine. President Zelensky said he felt no pressure. You can critique the fact that this aid was put on hold for a month and a half, and it got there in a month and a half with no investigation of the Bidens.

Elizabeth Draper asks your HR 19 to lower prescription drug prices but why don't you support ACA. Bacon: I support portions of the ACA, including pre-existing conditions. I want to make sure people with diabetes have coverage that is fairly priced.

Bacon: Problem is we have real estate agents and farmers paying too much, 20k a year for health insurance. We have to find a way to help people who earn too much to earn support. We need to protect pre-existing coverage. We want kids on their health plans.

Someone is asking about the Mueller investigation. Bacon: There were four FISA warrants on Carter Page. They used a political dossier for all four of them. We did a wiretap on a Trump campaign person based off a political dossier.

Bacon: Those last two, they still used it. We should never use the FBI to go after political opponents. We shouldn't use the IRS either. Constituent: Should we be able to use a foreign government as a tool? Bacon: He says he has criticized Trump in the World-Herald.

Constituent with transgender kid wants to know how he can protect religious right's rights and not infringe on others. Bacon: I'm for fair hiring for everybody, but we have to have some protections for religious employers and for transgender folks perhaps in places like jails.

Bacon: Everybody should be treated fairly and humanely. But the laws teed up in Congress don't just treat people fairly. They include jails and shelters. By law, I support everybody's rights. I would've supported the equality bill but for the jails and shelters.

Constituent asks about Keystone. Bacon: I have been a supporter of the Keystone pipeline. There's always risk in anyway you transport fuels. I believe in energy independence. You can't eliminate risk, but compared to other options, this is the least risky.

Larry Troutman: What more can be done in regard to homeless vets? Bacon: Building partnerships with NIFA on things like Victory Apartments, transition assistance. Increased funding from the VA, public-private partnerships. We know there's a problem and we're trying to address it.

Ian asked what bills are coming soon. Bacon: A fusion center bill (this is the database program for law enforcement that Bacon talked about earlier). Makes sure information is being shared. An audit of all the government fusion centers. Some, like in Nebraska, are working well.
