Great question. We recognize that this is hard and has not traditionally been seen as in scope for browser security. We've been working on ideas and have a bunch of heuristics. Aiming to better flesh it out and do some prototyping/testing. Will share when ready!

Good! In the meantime, your approach of surfacing the problem and shaming / forcing misbehaving third parties to fix the problem on their side seems like a great way to go.
