But it shouldn't happen in reverse: permissions granted in incognito shouldn't persist for regular browsing.
Not sure about this particular one, but in general state from regular browsing can propagate to incognito (e.g. HSTS pins)

WebKit blocks HSTS propagation either way. It's a tradeoff and we chose privacy.

there is no standardized understanding of "private browsing" mode, which will hopefully be addressed soon.
