If a building has good fire doors and can block off different locations, it can make sense to stay where you are. That wasn't the case here.

THis is actually pretty standard for large buildings - They don't want to evacuate all floors bc of what should b isolated

Typically, affected floor & floors above & below are evacuated - this stops traffic jams & allows ppl who need out to really get out
