I do sort of get the in-story logic - Hannah's Reasons are events, not people, hence Justin showing up twice

And she is thinking in terms of dramatic buildup, hence Tape 9 being "Justin's" tape even though it's as much or more Bryce's

It does add a wrinkle in the series where it makes sense that the others try to get Clay to stop before he hits Tape 11
