And IMO making Steve Rogers part of HYDRA was not. It's just a more brutal version of the very mild liberal critique present in the MCU

Like, Winter Soldier has Steve admitting that the Allies committed atrocities in WWII, and essentially HYDRA replaced the historical MKULTRA
