      Chávez did a lot of things that were needed for many but it was more to create his own myth that pushing forward others.

      I suspect Chávez actively undermined possible successors fearing a struggle. It happened to a couple of state governors.

      Since much of the private sector was anti-Chávez it was easier to import goods with oil money than to produce them.
