Among "elaborate rules" are included things like codes of conduct (politeness) and, especially in modern times, rules of obligation/ethics.

By rules, rulers LIMIT their power willingly and thus curry favor, respect or grudging acceptance. The notion of "fair play" plays a part.

Of course, now the Rulers feel CONSTRICTED by Fair Play, which Normal doesn't deal with, and can even start feeling oppressed.
