And 1) is much more important than 2) Trying to make someone lose their fear of dogs in neighborhoods where feral dogs are a huge legitimate threat to their safety is trying to harm them

I would say this is a false dichotomy. You can be calm (I don't know if you can learn or train that, but I'd give it a try because I think it might work) despite not being safe and being aware of that. IF it's possible, then it's desirable. Ofc the reward must justify effort.
