In the comics, John Walker was originally “Super Patriot,” an outspoken critic of Steve Rogers. It was essentially conservative Reagan-era Cap vs FDR Cap. The @falconandwinter avoided the direct conflict of MAGA Cap vs. POC Cap, which would be a big thing now.

I think it's more her thinking out loud- she wanted to kill *Captain America* for the symbolism, and blew up the GRC offices for the same reason. Lemar's life didn't "matter" in terms of achieving her goals. She seems almost as appalled as Walker by how it comes out of her mouth.
