Oh, hey, I made this exact point in response to the previous tweet before I read this one. It really feels like they needed a big punchout to wrap things up but couldn't quite get to the part where the mechanics of the plot make this thematically consistent.

It feels as if they removed the parts of the story where Walker's redemption makes sense, Sharon's heel turn has any impact on the story or Karli's relationship with Sam is emotionally impactful.

Sharon is a set up for the next Captain American movie. Walker isn't really redeemed, he was never really evil he was doing what he thought he had to do to protect America. So it makes sense he'd show up to fight anti-American terrorists. Karli is just bad writing.

Right. That's why Walker's outcome is so bad. Thematically he's the "all-that-is-wrong-with-the-country" character. It bungles the theme that Bucky would be joking with him by the end. It's why Cap calls for getting rid of SHIELD altogether in Winter Soldier, narratively.

I was so confused and disappointed with Walker's arc. At the start of the 5th episode when Sam is coming to take the shield we see some of what's wrong with him. He is so entitled that he thinks it's fair if Sam wants to advise him about what he should do as Cap,

but to take power away from him is completely off the table(even though he just murdered someone) And then when he started making his own shield it shows he'll just double down. That's why his change seems kind of unearned to me.

Final episode was too short, had many things happen in it that all needed their own episode of buildup to not come off as unearned

Yea, it's missing, 2 episodes in the middle. One, where Sam is Cap. One where Walker completed his arc. Then room for a subplot where Karli fully breaks bad.
