Oh, hey, I made this exact point in response to the previous tweet before I read this one. It really feels like they needed a big punchout to wrap things up but couldn't quite get to the part where the mechanics of the plot make this thematically consistent.

It feels as if they removed the parts of the story where Walker's redemption makes sense, Sharon's heel turn has any impact on the story or Karli's relationship with Sam is emotionally impactful.

Sharon is a set up for the next Captain American movie. Walker isn't really redeemed, he was never really evil he was doing what he thought he had to do to protect America. So it makes sense he'd show up to fight anti-American terrorists. Karli is just bad writing.

Right. That's why Walker's outcome is so bad. Thematically he's the "all-that-is-wrong-with-the-country" character. It bungles the theme that Bucky would be joking with him by the end. It's why Cap calls for getting rid of SHIELD altogether in Winter Soldier, narratively.

I don't exactly think he is everything that's wrong with the country. Walker is the ugly side of America in the way Steve is the idealized side of America. They share similar values and goals, but Walker just can't live up to the ideal because he has reasonable flaws.

I think that's unfortunately always going to be timely. Walker was definitely wrong to do that. A soldier actually should know better. But, honestly by superhero morality, killing members of the group who killed your brother isn't an irredeemable offense.
