She wasn't betrayed by the U.S. government. She literally knew they'd do exactly what they did when she helped Steve in Civil War. She said as much. And then Thanos turned the world upside-down. It's writing that breaks character fidelity.

Wasn’t Sharon’s issue not that they punished her, but that they didn’t pardon her like the others? Others have pointed out what makes that situation ring false was that Steve didn’t fight for her to be pardoned.

I feel like while she emotionally blames Steve for this, the way it played out is because she drifted apart from him and was never comfortable being part of his crew, so she just wasn't there to be found when they brought his people in for the big pardon
