From my perspective, the best & easiest answer is to knock down the myth of the nuclear family as the fundamental unit of society, and really start to understand that the extended family and the community should have an obligation (and commensurate authority) to help raise kids.

I jest but after spending time studying data on parentally perpetrated homicides, the best solution I can come up with is that every kid should just be raised by robots until like age five.

We need to figure out how to help families. Sometimes the greater harm is keeping the kids in the home, but often, the family needs help. Resources- therapy, money, education. Whatever combination makes sense for them. But even that isn’t perfect.
