Not quite: the Columbia District was named for the river, which was named for Columbia Redeviva, an American ship under the command of an American captain, Robert Gray. Columbia was just the generic name for anything American at that point.

The reason why is ridiculous: in the 18th Century, the British Parliament banned publication of debates, so the London Magazine instead published the debates of a “Roman Senate,” using old Latin names for plausible deniability. So York became Evorica, etc.
