The ’70s were a an amazingly dangerous time to be a kid. My family had a station wagon, and we were friends with another family that was carless, so the eight of us would go someplace, adults in the seats, us four kids just loose in the back, sliding all over the place.
People pretend that the reason buses still don't have seatbelts is "It's been scientifically proven you don't really need one if you're in the backseat" and not "They don't want to pay to put them in"
School buses are physically incapable of being hit by other things or rolling over of course.
I feel like I also remember it not being mandatory for anyone in the back seat (maybe that was only for adults?) Definitely in the mid 80s it was common for kids to ride in the way back of a Volvo in those jump seats and those had no seat belts.
