Why do cops always shoot to kill?

Officially, there is no other way to shoot - 2nd Law of Gun Safety is if you even point a gun at someone it's because you're willing to kill them

Eh, it says you need to be willing to risk it, but that doesn't exclude attempting to wound rather than kill

People who use weapons are generally trained ty always aim for center mass and "shooting to wound" isn't really a thing If you aren't maximizing your chance to hit the person you're aiming at you're risking missing and hitting something/someone else

That's what the rule is supposed to mean, if the intention isn't to kill the person you don't draw on them at all Half-measures when guns are involved are very dangerous, the idea that there's a less lethal way to use a gun is a fantasy

But then why does the phrase "warning shot" exist?

Because people used to do it back when they were much freer and looser with firearms It's specifically banned now though (if you fire a shot in the air the bullet still has to come down somewhere and people have died that way)

Ok but then how do folks get trained on using guns with rubber bullets? How does that training work?

The principle is that in general if you're shooting at someone at all you're shooting for center mass because the most likely result of trying to aim for their arm or leg or something is you miss and hit something else

yeah I understand about aim, I guess it's about the training on lethal versus non-lethal force I'm confused about.
