That's what the rule is supposed to mean, if the intention isn't to kill the person you don't draw on them at all Half-measures when guns are involved are very dangerous, the idea that there's a less lethal way to use a gun is a fantasy

I understood the second rule as being more about an awareness that there's always a chance you'll fire accidentally, so if you point it at someone understand that you're risking it going off, but I understand your point.
