if my sister wants to make good quality voice recordings that sound like her in a meaningful way and the stakes are high but we are technically dumb what should we do

I really wouldn't stress the part about the recording environment that much, since I'm guessing "sounds like her" is the important part and not "high quality" in the sense of "can be seamlessly spliced into something else"

If anything background noise and "room tone" do a lot to make a recording sound "real" and "present" in a way that a perfectly "clean and dry" vocal track does not (when you record dry audio as a VO artist you're allowing producers to add that stuff back in under their control)

A decent quality USB mic (plus pop filter I guess) really should be all you need for this
