Rent in DC is very high, and members of Congress don't live there all year, only when they're in session, so keeping your own apartment there is this enormous extra expense And the salary, while high by normal-people standards, really isn't much by rich-people standards

For the record, it's not that they couldn't afford to *live in the area* but it's about how prices rise exponentially as you get closer to the Capitol And if you're only there part of the year it's worth giving up some living space to not have to make the awful daily commute
