The show is obviously setting up this inspiring ending where Sam becomes an independent Captain America without government sanction, with the shield he just got back and the new suit from the Wakandans Which means he's going to be doing it for free, which is bullshit

But he was part of the Avengers that were supported by Tony Stark, right? He even showed up in the Ant Man movie at the Avengers complex in upstate NY.

It's been established in Falcon and Winter Soldier that he wasn't getting paid, that's why he didn't have the income records to get a business loan. Tony evidently wasn't paying anybody.

I.e. Tony arranged for all the Avengers to get free room and board at the compound, they had a bottomless expense account when they were on missions, etc. but they didn't get any kind of actual formal salary
