They tried to handwave how "normal" Walker was pre-serum, they have the whole thing about how he's such an accomplished soldier that MIT scientists wanted to study his body because he's the absolute peak of human performance etc

Something closer to the story of Ang Lee Hulk, which is still kinda sorta canon-ish (enough so at least that Marvel decided not to rehash its story and instead do TIH as a "sequel" to it)

The idea that Bruce was unknowingly changed as a little boy by his dad's abuse (both literally because his dad is an evil mad scientist and as part of the whole metaphor they've got going) and no one knew he was a latent "super-soldier" until the gamma blast

"erskine's lost formula" has in fact been recreated many times, it's just erskine's formula was a crazy dangerous procedure and shooting a dude with a bunch of "vita rays" mostly just kills or hideously mutates him steve just rolled a natural 100 on the random table

but then everyone was convinced that this janky-ass n=1 experiment proved that erskine had "cracked the code" or whatever, diverting immense amounts of super-soldier research into what is effectively a dead end

One of my favorite things about the Ultimate marvel universe is that they deliberately did this. Hulk, Green Goblin, and several others are results of failures to recreate the super-soldier serum

In Avengers, they have a single line from Coulson where he says that Bruce was trying to recreate the Super Soldier serum - So it is not headcanon in the MCU at least!
