It's kind of shallow, but I think the point is that despite Sam Wilson literally being the only serious candidate for the position of Captain America, the government was never going to name a successor to Steve that wasn't a blonde white guy

what's funny is I GET why the Gov would want a Cap as like a Mascot to do the goodwill tour he's doing in episode 2, but why would you ever want this normal non-powered guy running operations against super soldiers and shit?

Yeah - why would you want your mascot to do very dangerous missions at all! Even without the super serum stuff, they were outnumbered and trying to fight on a moving truck.

They tried to handwave how "normal" Walker was pre-serum, they have the whole thing about how he's such an accomplished soldier that MIT scientists wanted to study his body because he's the absolute peak of human performance etc

That's also why there's an asterisk on his statement "They weren't even super-soldiers" re: the Dora Milaje It's an established thing in the comics that I think Coogler said is true in the MCU too that all Wakandans are just generally healthier and fitter than all non-Wakandans
