Not quite. Basically, Ramadan could fall on one of two days (because lunar calendar) and each Muslim follows their local religious authority. Many local religious authorities saw the crescent moon on Monday, and so Tuesday was the start. Saudi Arabia isn't part of the equation.

Though some local authorities will just follow SA's suggestion, this is in no way hard and fast. In fact, different congregations may even start on different dates. A few years ago, my family in Chicago and my aunt's family in Boston started a day apart.
